The Data Protection Act (unfortunately) doesn’t apply to unaddressed mail. The reason is that stuffing letterboxes with leaflets doesn’t involve processing personal data. The two-year opt-out period is completely arbitrary.

If they bother to respond they’ll probably tell you that two years is a reasonable period to be opted out and that they can’t opt-out an address ‘until further notice’. Their worry is that if you move house the new occupants would automatically be opted out of Royal Junk Mail (and deprived of those important leaflets).
